Preheat the Oven: Set oven to 350°F (175°C) and lightly grease a 9×13-inch baking dish.

Cook the Beef: In a large skillet, brown the ground beef with chopped onion and minced garlic. Season with salt, pepper, and paprika. Drain any excess fat.

Mix the Filling: In a large bowl, combine the cooked beef mixture, cream of mushroom soup, sour cream, milk, cooked rice, and 1 cup of shredded cheddar cheese. Fold in frozen peas if using.

Assemble the Casserole: Transfer the mixture to the prepared baking dish and spread evenly. Sprinkle the remaining 1 cup of cheddar cheese on top.

Bake: Place in the oven and bake for 25–30 minutes, until bubbly and golden brown.
