Step 1: Prep
Preheat oven to 350°F and spray a 9×13-inch baking dish with cooking spray. Start boiling a pot of salted water for the pasta.
Step 2: Cook pasta
Boil spaghetti until just tender—about a minute less than the package suggests. It will finish cooking in the oven.
Step 3: Brown beef and veggies
In a large skillet, cook ground beef, onion, and bell pepper together, stirring often to break up the meat (about 10 minutes).
Step 4: Add garlic
