Preheat your oven to 350 degrees F (175 degrees C) and lightly grease a 9×13-inch baking pan.

Bring a large pot of lightly salted water to a boil. Cook the spaghetti according to package instructions until al dente, about 12 minutes.

While the spaghetti is cooking, heat a skillet over medium-high heat.

Cook and crumble the ground beef until browned, about 5 to 7 minutes.

Drain excess fat and stir in the spaghetti sauce.

Drain the cooked spaghetti and transfer it to a large bowl.

Add the softened cream cheese, minced garlic, Italian seasoning, and garlic salt to the spaghetti. Stir until the cream cheese is melted and the spaghetti is evenly coated.

Spread a thin layer of the meat sauce on the bottom of the prepared baking pan. Then, add the spaghetti on top, followed by the remaining meat sauce.

Sprinkle the grated Parmesan and shredded mozzarella cheese evenly over the top.

Bake in the preheated oven for about 30 minutes, or until the cheese is melted and bubbly.
